Experts from RBS told Dagestani officials on theory and practice of public-private partnership

On 28-29 of December specialists on state-private partnership (SPP) from RBS have conducted a cycle of workshops for the officials from Republic of Dagestan. More than 100 employees from regional and municipal institutions have attended the event.

Legal experts from RBS covered different topics:

  • PPP-trends in Russia
  • Project life-cycle within SPP (financing, key stages, workflow structure)
  • Peculiarities of financial and tax framework

What was so great about the event was its practical character: RBS experts on PPP, who were charged to conduct webinars, possess a wide experience in and understanding of the ways state-private partnership is implemented in practice. Participants have analyzed a number of cases and shared personal experience of implementing large-scale SPP-projects in Russia and CIS-countries. 

“We have developed an educational program, where the accent falls on the possibilities to apply the received knowledge in the context of day-to-day professional activity – lawyer from RBS Anara Zylmuhamedova told. I’m sure, that we have helped our participants to learn new SPP-tools and eventually apply them in Daghestan, and what is most important, to start new projects”.

All participants, who had gone through the workshops successfully, received certificates.
 

Developing PPP is an efficient way to draw investors into creation of public infrastructure in Republic of Dagestan. This is why public authority must have legal and financial perspective on how to attract investments through concessive agreements, agreements on SPP. We need such educational initiatives in each and every subject of Russian Federation, and we need them to be held as often as possible.
