The legal division of RBS has been expanded with the practice of public-private partnership (PPP). It is chaired by RBS partner Grigory Fedorov, who came to the Company from the international law firm Hogan Lovells.

The development of PPPs in Russia began with the adoption of the Concession Agreements Act. As a result, a number of major federal projects were initiated. Although in the first few years the PPP mechanism was practically not in demand among investors due to the lack of proper regulatory framework, at the moment this direction is actively supported by the state and Russian entrepreneurs.

The practice of public-private partnership is a way to attract investment, without which it is impossible to imagine the development of infrastructure in modern Russia and the whole world. Our clients are more and more involved in the realization of such projects in various spheres - from health care to education, from housing and public utilities to IT.

Today, only a few Russian consulting and law firms offer services within the framework of PPP practice, and RBS is one of them.

Grigory Fedorov has experience in providing legal support for the largest PPP and concession projects that have been completed in Russia, including those in the road, airport, railway, medical, educational and municipal sectors. He is a co-author of laws or amendments to laws on PPP and concessions of CIS, Georgia, Armenia, Ukraine, Serbia and other countries, a co-author of the textbook "Basic of Russian Law. Textbook".
